Reporting to the Leader, Procurement and Contract Management, in the Special Projects team in Vancouver Coastal Health’s (VCH) Contract Management Office (CMO), the Manager Vendor Selection is accountable for managing all aspects of the competitive bid processes for service contracts across the health authority. Management includes ensuring the proper processes are followed to ensure a fair business process and compliance with all legislative and regulatory requirements, and internal policies and procedures. The main process components include Request for Proposals, Bid Evaluation/Vendor Selection, Approvals and Service Contracts. The Manager participates in and supports maintaining master document control and providing timely support to all contract related activities for VCH. The Manager is the subject matter expert in bid management and supports CMO colleagues as needed.

The Manager works in a collaborative manner with the CMO and contributes to establishing goals and objectives include building and implementing strategic sourcing strategies, creating and managing standard documents such as Requests for Proposal (RFP) and service contracts, maintaining fair business practices such as bid evaluation practices, risk assessment and risk mitigation, maintaining master document control, and other components required in a center of service contract excellence.

As a Manager, Vendor Selection, Contract Management Office with Vancouver Coastal Health you will:

  • Create and maintains standardized bid process documentation and processes that supports cost effective contract optimization excellence for VCH.
  • Review significant service contracts with the Leader and others as appropriate, on relevant language, process and other aspects of service contracts as required.
  • Ensure service contracts includes language which clearly define service levels, achieve and support prudent fiscal management, deliver timely, effective and affordable services within consistent performance to commonly required standards.
  • Routinely assess risk and implements mitigating actions to minimize risk within service contract language and processes.
  • Monitor new developments, trends and legislation/regulation that might affect the purchasing function, either beneficially or detrimentally, and advises the Leader of changes and the potential impact of changes.
  • Participate in the preparation of negotiating strategies in conjunction with the Leader, Executive Director and others as appropriate.
  • Support identification of opportunities to merge/consolidate contracts, improve terms and conditions as well as enhance consistency/standardization.
  • Support client teams in understanding contract language and supports issues resolution of escalated problems as required.
  • Support the management of projects as requested from inception to completion, while focusing on customer satisfaction, improving efficiency and reducing costs; develops and maintains a schedule of key milestone dates for contract expiry and bid process requirements.
  • Work with key stakeholders to act on contract expiry dates to ensure timely review/ renewal and risk minimization.
  • Support the development and implementation of a contract document database for all service contracts for all clients.
  • Carry out responsibilities in accordance with health and safety requirements. Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.
  • Perform other related duties as assigned.


Qualifications

Education & Experience

  • Bachelor’s Degree in Business Administration or related field and/or completion of the Purchasing Management Association of Canada certificate.
  • Five (5) to Eight (8) years’ recent, related experience in bid management within the public sector/health care environment or a combination of education, training and experience.

Knowledge & Abilities

  • Reasonable knowledge in contract management, and cost/benefit analysis.
  • Some understanding of contract law and commercial terms & conditions.
  • Good experience in managing partner/vendor relationships.
  • General knowledge of the BC Health Care Industry environment.
  • Effective leadership and communication skills to foster a respectful and motivating environment.
  • Competently utilizes spreadsheet and word processing applications at an intermediate to advanced level and has a comprehensive knowledge of computerized purchasing systems, including e-commerce applications.
  • Strong analytical, organizational, communication, interpersonal and administrative skills.
  • Physical ability to perform the duties of the position.
